Position Overview
Position is assigned to one of SurfaceCycle’s operating entities responsible for monitoring and evaluating bid opportunities, reviewing project specifications, preparing quote packages, and coordinating engaged projects from origination to scheduling and through conclusion/invoicing. This role is expected leverage the assigned current customer base while also growing all of the Company’s service offerings across their assigned markets.
This role is expected to maintain effective working relationships with our internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).
Essential Job Duties
- Actively solicit and respond to bid opportunities across assigned geographic region; frequently monitor upcoming public and private bid opportunities.
- Methodically evaluate and analyze bid specifications, plans, scope of work, related drawings, production rates, profitability margins and other key factors paramount to an effective bidding process.
- Thoroughly review contracts and sub-contracts and determine necessary action.
- Collaborate with other estimators and members of the commercial team across the portfolio of companies.
- Prepare and review bids with internal stakeholders during bid reviews, in compliance with the company’s delegation of authority schedule.
- Prepare and distribute quote packages to clients and ensure such packages are recorded/retained in an organized manner. Effectively track status of bids and proactively follow up with clients to maintain ongoing communications and updates.
- Maintain customer information and ensure timely opportunity and bid updates in company’s CRM system.
- Partner with operations team (Operations Manager, Superintendents, Foreman) to coordinate scheduling, preparation, and implementation of numerous construction projects on a daily basis.
- Visit local job sites as needed and effectively interact and communicate with contractors, customers, etc.
- Leverages internal administrative support personnel to supplement scheduling efforts on a proactive basis. Helps facilitate the crafting duties to ensure a structured effort.
- Monitor job progress, resolve challenges/conflicts, and maintain professional communication between customers, inspecting authorities, employees, and other key stakeholders throughout the entire job process.
- Create invoices with all relevant job details, change orders, etc. and ensure timely entry into ERP. Work with assigned internal resource(s) to manage questions related to customer payment remittances and any related variances.
- Maintain effective working relationships with internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).
- Exhibit an ongoing commitment to quality by evaluating processes, recommending improvements and implementing changes to continually meet and exceed client expectations.
- Stay abreast of market conditions, competitor pricing, economic conditions (including supply chain) and other macro factors. Attend industry related events and leverage business development opportunities.
- If applicable, supervise other Estimator / PM positions. Provide effective training, coordination of duties, mentoring and managing of work performance.
Required Knowledge, Skills, and Abilities
- Bachelor’s degree in construction management, engineering, or comparable field or equivalent experience.
- Minimum 5 years estimating experience in asphalt, concrete, or similar field.
- Proven effective project management experience; direct operational experience managing construction crews preferred.
- Highly organized with extensive detail orientation.
- Ability to work effectively and efficiently in a high-pressure environment with competing priorities.
- Strong technical skills including Microsoft Office applications.
- Excellent communication skills (written and verbal) coupled with ability to communicate with a wide variety of people and backgrounds.
- Demonstrated proficiency with analyzing data and providing numeric driven reports, quotes and packages.
- Strong negotiation skills and ability to identify differentiating competitor/market factors.
Working Conditions and Physical Demands
- Works in an indoor office relatively free from environmental conditions or hazards.
- Use of office equipment and computers.
- Occasional lifting of supplies and materials from time to time.

Position Overview
The Laborer/Ground position will be assigned to a variety of projects on various job sites. The position will assist the Foreman on monitoring the ground functions of the equipment as well as operating heavy equipment, smaller equipment, and/or completing physical labor related duties. The Foreman will also direct the daily work activities of the Laborer/Ground.
Essential Job Duties
- May operate equipment that requires technical expertise and/or specialized training. Heavy mechanical equipment to include but not limited to front-end loaders, track and/or rubber tire loaders, dump trucks, backhoes, motor graders, water trucks, milling machines, reclaimers, and forklifts in a safe and efficient manner.
- Inspects equipment, and/or components daily to identify hazards, defects, necessary adjustments and repairs. Performs minor maintenance activities and reports exceptional problems to Foreman and/or supervisor.
- Ensures equipment is clean, maintained, and securely stored.
- Maintains ability to use sensors for level and grade control.
- Occasionally confers with customers or the general public and is expected to do so in a professional manner. Communicates any concerns to Foreman and/or supervisor.
- Maintains good working relations with co-workers and other employees.
- Maintain ability to work overtime, nights and weekends particularly during the high season.
- Maintains ability to travel up to 100% of time to various job sites.
- Maintains regular and punctual attendance.
- Complete special projects as required.
Required Knowledge, Skills, and Abilities
- High School Diploma or equivalent.
- Experience with rotomilling and/or related equipment highly preferred.
- Acceptable motor vehicle record.
- Valid CDL preferred; Company may support acquiring of CDL.
- Knowledge of organizational and safety operations and procedures, safety methods and practices preferred.
- Knowledge and understanding of Department of Transportation (DOT) and current OSHA rules and regulations and ensuring compliance with these guidelines preferred.
- Ability to engage in heavy manual labor for extended periods, in all types of weather and under various working conditions.
- Ability to work Monday through Sunday and overtime as required (including irregular hours, out of town work, overnight stays, weekends and holidays).
- Demonstrated skills in the care and use of hand and power tools employed in all phases of heavy equipment mechanical maintenance and repair work.
- Reliable work ethic; regular attendance is required.
Working Conditions and Physical Demands
- Must tolerate working environment with outside temperatures that include excessive heat, cold, wind, and precipitation.
- Must be able to work outside, around moving objects, vehicles, and machinery with moving parts.
- Must be able to push, pull and lift up to 50 pounds to an overhead position.
- Must be able to stand, walk, kneel, bend, and twist body.
- Must be able to stand for long periods of time.
- Must be able to use both hands and demonstrate good hand-eye coordination.
- Tolerance to sounds and noise levels that are distracting or uncomfortable.
- Occasionally work in very bright or very dim lighting conditions.
- Are sometimes exposed to hazardous situations that produce cuts or minor burns.
- Occasionally are exposed to whole body vibration, such as when using a jackhammer.
- May need to work in tight/confined spaces or work areas.
- Must be able to regularly wear personal protective equipment, including hard hats, safety goggles, safety vests and/or ear plugs.
